캐나다 유학이민정책이 바뀐다 (1)- 새로운 이민정책 Express Entry

2014.4.23 캐나다 이민성 장관 Chris Alexander 2015년 부터 시행되는 새로운 이민정책 EXPRESS ENTRY을 발표했다.

 

EXPRESS ENTRY는 이전보다 빠르고 보다 유연한 경제이민정책 모델이란다. 2015년부터 적용될 이 제도는 2014년 5월 1일부터 Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), Canadian Experience Class(CEC) 등 3개 이민신청 프로그램에 대해 새롭게 늘어난 Quota가 적용된다고.

 

이번 EXPRESS ENTRY의 근본 취지는 캐나다 경제발전을 위해 필요한 이민 전문인력이 빠르게 정착할 수 있도록 프로세스를 단축하는 데 근본 목적이 있다.

 

결론적으로 이번 이민정책 대전환의 기본 취지 및 의미는  

 

  • 노동력 부족이 예상되는 직업군에 해외전문인력을 중심으로 그 갭을 채운다. 여기까지는 Quota 늘어나는 것을 제외하면 이전과 별반 다르지 않다. 그러나 EXPRESS ENTRY라는 말에서 보듯 기존의 처리속도보다 빠르게 진행하겠다는 것. 기존에 1년 이상 소요되던 Processing time이 6개월 이내로 단축될 예정이란다. 그러나 어떻게?

  • 기존의 이민신청 처리절차는 First come, First serve 즉 줄서는 순서대로 처리를 해 주었단다. 그러나 보니 처리시간보다 빠르게 증가하는 신청자 수를 감당하기 힘들어 진거다. 줄은 점점 길어지고, 휼륭한 고급 전문인력이 이민신청을 해도 앞차가 밀려 진행이 안되다 보니 이를 개선하기 위해 이민정책을 크게 수정한 것으로 보인다.

  • 2015년 1월부터 EXPRESS ENTRY가 정식 시행되면 기존에 신청은 했지만 처리되지 못한 소위 BACKLOG는 많은 부분 제거될 가능성이 높아보인다. 달리 애기하면 이민신청을 한 사람들 중 EXPRESS ENTRY 시행이전에 이민신청처리가 완료되지 않은 경우 PROCESSING 대상에서 빠질 가능성이 매우 높다.

  • EXPRESS ENTRY가 시행이 되면 캐나다내에서 수요가 많은 해외고급전문인력은 빨리 영주권이 나오는 반면 그러지 않은 경우 기존처럼 대기하는 것이 아니라 아예 OUT이 될 수 있다는 애기다. 마치 기업에서 구조조정으로 일부 인력이 남아돌면 대기발령 후 필요시 재배치 하는 것이 아니라 바로 퇴직시키는 방식과 비슷해 보인다.

 

 

 

Federal Skilled Worker Program (FSWP)  

Quota가 25,000명으로 상향조정되고 직업군도 현재 24개 직업군에서 아래의 50개 직업군으로 확대된다.

각 직업별 최대 Quota는 1000명이며, JOB OFFER가 있을 경우 제한없이 접수를 받는다.

Federal Skilled Trades Program (FSTP)

총 90 Trade 분야에 총 Quota는 5,000명으로 상향조정되나 세부 분야별 Quota (Sub-cap)는 기존과 동일

 

Canadian Experience Class(CEC)

2014년 5월 1일 기준 CEC Quota를 EXPRESS ENTRY 제도 시행시점까지 8000명으로 재설정

NOC B 레벨 직업별 Quota는 200명. 그러나 다음의 6개 직업은 CEC에서 제외된다.

​

1.   administrative officers (NOC code 1221),

2.   administrative assistants (1241),

3.   accounting technicians/bookkeepers (1311),

4.   cooks (6322),

5.   food service supervisors (6311),

4.   retail sales supervisors (6211).
